  19. This is the first in a series in response to letters,  messages,
  20. and queries at seminars.
  21.  
  22. Probably the biggest problem with these bulletins, and one that
  23. may never be resolved, is misinterpretation or misunderstanding
  24. of the written word. What is intended by the writer and how it is
  25. interpreted by the readers may not be the same. When RACES
  26. seminars are conducted in person it is much easier to clarify
  27. issues that arise over such misinterpretation as well as others.
  28.  
  29. Whereas these BULLETINS are called "RACES" they are for all
  30. communications volunteers in government service. This includes
  31. Public Safety, RACES and the Civil Air Patrol.
  32.  
  33. The current RACES BULLETIN series began in l985. It was the first
  34. effort to document program issues, ideas, definitions and
  35. guidance since 1960. They went national in 1989 at the request of
  36. the ARRL. In response, you have rewarded us with positive
  37. feedback, input and support from all over the U.S., Canada and
  38. Australia, for which we are most appreciative.
